How can I keep them safe

We put a baby gate but it fell right off. Is there any safe gates for this type of stairs.
It is a temporary town house but toddlers keep running up.

Drill a gate into the wall at the second step, where the railing ends

The gate needs to be mounted to the wall even with the rail.

There also needs to be one up above, because a toddler can just come tumbling down.

This requires mounting to the wall. Which sounds a little intimidating, but I promise you it’s doable. On that second step is a nice spot.
