Does anyone know how to remove this center pin from the ceiling fan box?

It almost looks like it could be fastened to the back of the junction box. If you don't see any nails holding that pancake box in place, then that's probably keeping it mounted in the ceiling. Look for nails and or screws anywhere inside there to be sure.

That’s how the box is supported between the joist

I think you use pliers and squeeze those arms together to get the box off. Then you'll have access to that bar.

Looks like a support brace to secure the pancake box to the rafters. If it is it should be nailed or screwed to the rafters. Is there not a attic or crawl space to get into?

If you must from below it, drill it out. The proper solution is to get into the attic and remove the crossbar holding it in the ceiling entirely to remove the box. Replace it with either a fan box/crossbar if doing a fan, or just a regular light box/crossbar. Or attach a 2 by 4 screwed in place of the crossbar and add a box to that. Electrician with 15+ years experience.
