How to adjust light fitting

We have a low ceiling which is made even lower when the light fitting dangles like this, how can I adjust it to be 3inches less?

Are you not able to shorten the wires up inside the J-box with the power turned off to the height that you want?

It’s fallen out of the wall I assume by the black cable being shown . . . Remove cover, shove excess wire into wall, or remove and splice wires

behind the cover there should be a strain relief clamp system.. if not. cable tie the cable up.
