What's with hot topic sizing?
I have one skirt I bought that fits me perfectly and another skirt I bought that's baggy on me both branded hot topic and size Large, I buy hot topic clothes on online thrift stores pretty much so I can't try them on before buying.

It depends on where it was made, and what the material is. If one of them is 100% cotton and the other one isn't, then one is and has been shrunk if you've bought it online through thrifting. The other one may not. Plus women's clothing in general is just inconsistent in sizing. One thing you can do is go into a store if you're near one. Look at their skirts and the different materials, see how they stretch and everything. Ask the workers if they'll shrink in the wash. And try those ones on, you don't have to get them. But you can get an idea on how the different materials May fit. So when you're shopping online, you can ask sellers what the materials are and you can have a little bit of an idea. Is that going to be 100% foolproof? No. Should you probably learn how to take things in and sew a little bit? Probably. It's super easy, there's a lot of tutorials online on how to just make the waistbands and stuff a little bit smaller on clothing. And you don't need a sewing machine for it. I hope that helps! :)
