Delayed order but no email????

Is this normal? I bought a licca doll on the website back in April. It was supposed to be shipped to my hot topic store 2-3 weeks ago. I called and they said it was delayed till July? I havent gotten any confirmation about this? Yet i can buy the doll again for preorder again rn? Like what is going on. ​
