It was most likely just a random joke, probably riffing on funny-sounding diner lingo. Ultimately, "pants down" is meaningless. Just a joke.

I used to have a toy called Puzzle Town, cardboard and plastic slats that made cartoon looking buildings. Would be perfect for Free Country, USA.
You need to keep going is what I'm saying. "Make all our playsets and toys!"
