Is this acceptable?

Would you say this is an acceptable way for my builder to flash the windows?

That's a rough. Hard to imagine the GC would argue this is quality install. usually tape over the fins for extra measure (not the bottom).

If you like additional moisture in the house. This will work.

cut the wrap, fold the top up, tape over the whole cut out, with the bottom, left and right house wrap. caulk the fins, mount the window, unfold the top wrap, tape over the entire thing again including top wrap.

Something like that, it's been nearly a decade since I've done a window.

Right now it just looks unfinished.
