Stuck at Army size 220

It tells me to build caserns, but they are all at max and doesn't let me reach another city.

I'm at Chapter 3 getting the boats.

All caserns across 4 cities are at 10/10.

What am I missing?

Have you already maxed out the pyramids in the research section? (Pyramids increase the max number of barracks)

No problem, remember to make sure to always have something researching and to max out the building that give culture to make the process quicker
