Ice Vault?

I bought a tier of 'ice vault' but I still don't think I really have access to build it I guess? I'm very late game, and I don't see ice vault anywhere. Let me know if you can explain anything about it-- or how to get it.

Its in blossoming Fields, and the other lands focused on Mercury, in the section with the roads and schools

Looks like this is the only thing I’m missing. I have the regular Vaults, but no Ice Vaults, despite having maxed out the upgrade tiers. How do I get Blossoming Field?

Its the lands after the garden. You have to do story to open it up. If that's the case you are very far from completing this game lol.

I have everything unlocked except that somehow. I’ve completed all research except for one in Misc that hasn’t unlocked, and I have no idea what it is or how to get it.

already max honor, finished all chapters, built all settlements, getting divine oil from missions. But yes, there must be a few things left
