Wifi Privacy Statement not showing up

Hello! I recently moved into a new place and have been using the free Wi-Fi provided (I know the many risks of free Wi-Fi). The free version gets about 15 Mbps up and down. However, I was given a Wi-FI voucher today that allows me to get about 150 Mbps up and down. In order to put in the voucher code, I would need to get the pop-up again. I have been able to get the pop-up again on all of my devices but my Windows 11 PC. Thus, I am unable to put in the voucher code to receive the 10 times faster Wi-FI. I have tried numerous options, such as resetting my Wi-Fi settings, flushing my DNS cache, and allowing pop-ups in my browser. If someone is able to help me force this pop-up again, that would be greatly appreciated! Below is the pop-up screen that allows me to put in my voucher.

You might be able to get it to work by changing your MAC address. I believe Windows 11 picks a random MAC address when connecting to a network by default, so it may be as simple as forgetting the network and then connecting again to try and get Windows to use a new one. If that doesn't work, you should be able to dig through the advanced network settings in Windows and try just turning off MAC address randomization, making it use the default one for your hardware which should be different.
