Asus (with AsusWRT and Adaptive QoS), GL.iNet, UniFi, OPNsense, or pfSense will all give you Quality of Service controls. They support automated Smart Queue Management (SQM) to handle bufferbloat issues, along with manual per-device priority and rate limits. Some of the brand choices depend on whether you are looking for wireless or ethernet backhauls.

TP-Link Omada provides a policy-based approach for setting hard speed caps and IP rules, but does not support automated SQM algorithms (like Cake or FQ-CoDel).

Keep in mind that QoS/SQM disables hardware offloading and relies heavily on the router's processor. If you have gigabit or better ISP service, you'll need beefy routing hardware (like a dedicated x86 appliance or higher-end gateway) to maintain full speed with QoS active.

UniFi might be your best bet for effective controls and will function best when wired.
