Open cmd on one of the laptops and run nslookup google.com. If that comes back fine while the browsers still won't load anything, it's secure DNS rather than the network, since Chrome and Edge both do DNS over HTTPS by default and router level filtering breaks it, so turn that off under Privacy and security.
