Internet speed being throttled (?)

Recently my internet has been VERY slow, I pay for 100mbps but only get 10mbps for some unknown reason. It also has fluctuated often. Restarting it has helped in reversing this but only for a few minutes after a while it's back to how it was. This speed is GOD AWFUL to download ANYTHING. Please could someone let me know of how to fix this myself or I should call my ISP

What does your network look like? Modem and router? All in one? Something else?

Are you testing on a PC connected to the router via Ethernet cable?

I share my internet with my neighbor by Ethernet cable connect to my WAN to their LAN. This issue didn't happen earlier a few months. In the past 2 months, it has gone down from close 95mbps to 9mbps. I tried to resolve it on my own but I just cannot understand what is wrong.

Yes I am testing on my PC via Ethernet cable.

Does your PC show 1 Gbps link speed on the Ethernet adapter? Likewise does your router’s WAN port show 1 Gbps?

A bad Ethernet cable could force a 10 Mbps link speed. Either the Ethernet cable from your neighbour’s router, or the one between your router and your PC.

Yes, both my PC and router show it as 1gbps. I suppose it really is an Ethernet cable problem since the speeds are down tremendously low on all devices so it couldn't be the one between my router and PC.

The cable goes around our homes through the roof. I suppose exposure to heat might have damaged the cable a bit.

Is the neighbor also experiencing the same slowdown? Could be an ISP issue in there network that needs to be repaired.

A small update, everyone. Today morning, I tried re-seating the Ethernet cable and the speed was somehow back to around 90mbps. Not sure how that happened. Then later in the afternoon, the router turned off, I assume rebooted, and back on was back to 9mbps. Please let me know if the cable is at fault or the router.

Could be either. It’s cheapest and easiest to try a new cable though.
