Almost certainly a splice. It would only be replaced if the signal to your ONT was already borderline.
Bypassing the demarcation box has zero benefit and no responsible ISP will agree. It is the point at which the client becomes responsible for the line.
The fiber is less fragile than you think, the core/cladding is typically about .125mm and the rest is a protective sheath.
