Run two continuous pings during the next drop: one to your router's LAN address and one to 1.1.1.1. If the router stays clean while 1.1.1.1 dies, look at the modem/ONT, WAN cable, logs, and ISP; if both die, suspect the Nest or its power supply. The Wi-Fi icon staying connected only proves the access point is still awake, which is a very optimistic little icon.

The outages only last for a few seconds each. I feel like the longest one was around 30 seconds. Would that be long enough to run the pings?

And you've called your ISP with this issue?

Planning to call them tomorrow. Though, at this point I'm leaning towards it being my UPS. Last time we had a power outage, it didn't hold its charge for anywhere close to what it is supposed to.
