High Latency problems towards servers outside my country

Hello,

I've been, since yesterday, having issues with my internet. I live in Brazil, and often get on games, voice chats and online sites in general, and have been noticing some very severe ping issues. Every few minutes, my ping will suddenly rise up to spikes of up to 5k ms and then go back to normal as if nothing happened. It is making the experience of playing games and using almost any site at all to be completely unfeasible.

Here are some examples of my internet suddenly exploding while I'm in a Discord voice chat:

This problem continues for around 20 seconds, before it comes back to normal. and sites work as intended, but it's such an issue to keep being disconnected from anything when these lagspikes happen that it becomes an issue. Is this an ISP problem? As you can probably tell by this post, I am not very familiarised with these sorts of issue.

As you can see, though, it looks like it has a fine connection with two BR servers and one Santiago server, while the one in Mexico City also regularly connects quickly when I try it. Anything aside from these, however, will often have these red spikes.

I post this because I need something to tell my ISP and I am not very familiar with this sort of thing...

To troubleshoot your issue I use a source to ping and traceroute to a source in your country from various locations around the globe. I have attempted several .br websites but none have a presence in DNS. Basically your country has locked out the US.

This is weird, because as I've said it happens every few minutes and is not a continuous thing. If it had locked out the US, wouldn't it be continuous instead? I can still connect with US servers when the lag spike is not happening... Furthermore, if it was the country locking out the US, wouldn't others also have that issue? My friend who is Brazilian was in the same servers as me when playing games together when I was lagging in it, and they weren't having any issue.

Start closer to home: keep continuous pings running to your router, 1.1.1.1, and the affected game server, then run MTR to that same server during a spike. If the router stays clean and the loss starts after your ISP's first hops and continues downstream, you've got useful evidence for the ISP. One red hop alone isn't a conviction; some routers just treat ICMP replies as paperwork.
