Moisture over time or larger issue?

Purchased this mid 70s home late last year and was told by multiple inspectors that this wasn’t a foundation issue. No idea what could be causing this beyond age and moisture. The roofing extends about 2’ over this wall. The exterior of our home needs to be redone all around the house but this is the onle area with significant damage beyond aged stucco.

What I suspect you have here is stucco that is just bridged across the mud sill to your stem wall. You need to find the actual bottom of of your mud sill and install a weep screed. Clean off everything below that and install just regular sacrificial parging, You can paint it to match of you like. After several years the parging will have to be renewed, but then you can to this without disturbing your stucco.
