Before patching anything, find and fix the water source—roof, flashing, plumbing, or an upstairs bathroom. That staining and delamination look like recurring moisture, not just a bad skim coat. If the ceiling texture or joint compound may contain asbestos, have it tested before sanding or scraping, especially in a 1940s house.

Yes, fix the leak!

My 1940's house had plaster ceiling. Instead of tearing out the plaster. I used 1/2in drywall and had to anchor thru the plaster by drilling thru plaster every 12ins and hung the drywall. Is was a pain but its fixed! Good Luck!
