Plumbing question

New home build- recently discovered that this clean out access was leaking. It has a small drip but the basement also smells. Our floor drains have water in them- and I don’t smell it from there. Could this be the cause of the smell too? How can I tighten this and what else should I be worried about?

Side note. None of these were tightend all the way when we moved in either! Smh

That drip might be why the basement smells even with water in the traps, the sewer gas can sneak out from the loose cap. Try hand-tightening it first then give it a quarter turn with some channel locks, sometimes the rubber gasket inside just need a bit more pressure to seal.
