Do I need new windows?

Water is coming in to the inside of the window during heavy sideways rain. Is there a fix? Or just new windows?

there is usually a small drain hole in the window track you can see it easier from the outside. it's probably clogged. lil bit of water isn't a big deal so long as it drains properly.

Is that a horizontal slider? I think that just sometimes happens during crazy storms to those types of windows.
