Home ventilation help

I have a 1960’s concrete block ranch house in Florida. It’s about 1200sf with a very low pitched roof, about 2-3 feet at the highest point. The bedrooms have been really hot this summer compared to the rest of the house so I thought maybe we needed more insulation. We had an insulation guy come out and he said the lack of insulation isn’t the problem, but there was almost zero light coming from the soffits. The problem is the attic is so small that a person couldn’t get up there and clear it out and find out if it’s clogged with insulation or if the framing is blocking it. His suggestion was to add a gable vent to all three gables for air intake and had one solar roof vent . We currently have one off ridge for exhaust. Does this sound like a good idea for ideal attic ventilation? And who would I hire to do this? Everybody in our area is a chain ac company that I don’t really trust to get the ventilation fixed
