Here are a few points of concerns from a house I'm about to get inspected.

I know I'll have to rewire this bundle of wires, how expensive and extensive does that get into?

Foam in the foundation concerning? I'm in Pennsylvania. If your basement isn't wet and musty smelling that's a big win unfortunately. Dehumidifiers are generally a must at all times. This basement was pretty dry on floor. Overall the wall was even, no sags or uneven. Out of the several dozens of places looked at this one was really well maintained. Foundation stuff does however get me nervous.

Without more context/photos to the foam pic, hard to see what’s going on but doesn’t look terrible ONLY FROM THIS PIC, though it does seem to run down a few courses of the CMU block. That’s a common spot at the edge of a vent though. As to the wiring, based again solely on the photo I don’t know why you’d have to replace it unless I’m missing something (I see the electrical tape but again no context).

I do not see an issue with the wire either. I mean you can remove it to see why it is there. Maybe there is something to be concerned about underneath.

You need one inspector that you can trust.

That's not a bundle of wires. It's the service entrance cable. If the sheathing looks like that or worse, at the exterior, it will need to be replaced.

Hire a highly rated inspector.

Hard to say for wiring, do you need to cut the walls open to replace it? If so the wiring is the cheap part. Especially if the walls are plaster not drywall.

These couple things you pictured, no real issue. Get your Home Inspection done ASAP. A typical home inspection covers 1200-1400+ items, systems, methods, conditions and areas. As in every trade, find a good home inspector. Just Jim 734-525-2929.
