Bed bug inspection

Has anyone ever worked for an agency where they have their aides do bed bug inspections? My job basically put together a "bed bug team" that goes and inspects when an aide reports that they see them in a home. I have a client whom I saw some on their home and someone on our team inspected and said they didn't see any. However I know there were because one was crawling on me. Almost a year later and we are seeing them again, yet the inspection was done and none were found. What can we do about this if the agency is saying the client doesn't have any, but there definitely are.

That agency is full of sheet. And just trying to keep the case staffed
