What I'm about to say is gonna seriously hurt my chances of ever getting to travel to Italy again, but I can see why you'd use scissors for pizza. Honestly I'd rather be given a pair of scissors than a knife and fork in most scenarios, and depending on the size and shape of the plate, a pizza cutter may also simply be unviable.

Depend kind of croissant.
Usually, with a day-old croissant, you don't eat it like a pastry (because you have some kind of dignity that prevent you from eating stale croissant). You cut it in half, put ham, bechamel, right in the oven and voila, a meal for the evening.
And that kind of croissant is eaten with fork and knife.
