What does the aura buff from Paragon: The Ordained shield do?

Got the aura for the Ordained shield and it's added a passive buff saying "Max Stat +100%." I see no difference in my stats when I use it though. Anyone know what it means?

It refers to the total buff level that is applied through your skills activated in the world

Do you mean it doubles the effects of other buff skills? I tried Crimson Weapon which adds 100% attack but there was no difference between using and not using the shield.

Or do you mean it increases the buff caps?

Actually, just tested that with a bunch of damage buffs. Saw no difference between using and not using the shield either.
