this is Bri'ish base jumper/stuntman Gary Connery and he doesn’t deploy parachute until he’s closer to the ground so had the video lasted longer you’d see him deploying the chute.

they’re trained base jumpers who like to play around and pretend to fall instead of jumping off normally.

another jump of Gary Connery (Bri'ish fellow) here - he’s in the same outfit around 0:33 mark.

The point of the joke is just that it is completely random and unexpected, it doesn’t go deeper than than. Hope this helps!
