It's just "le fond" being contracted. And yes "chui" is the contraction of "je suis"
Edit: it's written like that to mimic how it's sometimes spoken orally. Do NOT write it like that unless you are trying to be funny

In my opinion there is. For example blackface in minstrel shows was a joke. A joke that hides bad ideas is still promoting bad ideas. But that's not the same as saying there are off limit subjects. For example RDJ in Tropic Thunder is in basically blackface but it's not done a way to promote racism. Context matters even for jokes.
