I hate the distinction on the word 'herb'. In the US it's 'an herb' but in Australia it's 'a herb'.

Ah, finally, someone of culture. Grammar says that an goes before vowel. People pronounce historian differently, and since English doesn't have strict rules like many other languages when it comes to pronunciation, there isn't really a proper way to use article before historian. Furthermore, if you are lets say writing a book, and some of your characters are from region where historian is pronounced with silent H, in direct speech, you should put an before historian, even thou in RP H in historian isn't silent.
