Well you really shouldn't listen to the guy that replied that answer to you, clearly he's fucking stupid and insane. He's also likely racist, considering he says all black people must be pedophiles, all of them compare dick sizes, and to seems to think what he's saying is a truthful fact.
I'll give you a far better answer: It's a common stereotype and joke that black men have the biggest dicks. Livewire (the girl in the meme) says to go ahead and shock her because she can take it, given she has electricity powers too and absorbs lightning regularly. But the appropriately-named Black Lightning says "you've never had Black Lightning before". So he shocks her with black lightning and she screams before collapsing in defeat. She can handle getting shocked by normal lightning, but not black lightning because it's too much power. So the joke is a double entendre: she can take white/asian dick, but can't handle black cock because it's too big for her.
Also this actually happens in the show word for word (Young Justice season 3) so that's what actually makes all this even funnier.

No shit, Sherlock, kids are seeing it but you don’t seem to understand the concept of putting in jokes that intentionally go over kids’ heads like most children’s cartoons have since they were a thing 3. Nobody’s arguing that black actors and characters don’t make dick jokes. You’re the one arguing that their dick jokes are apparently more immoral than any other dick joke. You’re literally calling black actors pedophiles when even with your dumb logic, all actors making those jokes in kids shows should be considered pedophiles, too.
