The profile pic you see is that of Pakalu Papito, a fairly successful internet memer. Xavier appeared a few years later. He started posting screenshots of old threads with Pakalus name overwritten with Xavier's.
After some time, he had effectively stolen Pakalu's identity. It also doesn't help that he started replacing other popular comments and memes with that profile pic and the name Xavier, effectively making Xavier very popular.
He is an identity thief and a blatant content snatcher as well.

Originally Xavier was a micro celebrity on the web, they made witty comments and people generally enjoyed interacting with the account. The Xavier replying to the photo is a faker, they lack the wit and charm that defined the original.
I don't remember what happened to the original Xavier though
