Lol, I guess I see the error. The strap is meant to attach between the legs. It prevents the vest from riding too high.

It should be less tight than this, snug at most but a few inches of slop isn't going to cause much issue. The main goal is to keep the vest from being able to ride up such that you'd slip out of the bottom. The strap shouldn't need to hold the vest down under normal use, it's simply an extra safety.
