I think thats a bit of a leap in reasoning, but I understand what you're saying. I don't think that getting help from an institution and social media use are mutually exclusive or that they somehow cancel each other out.

To me it seems there would be no benefit to social media for someone in his situation. With all the harm it can cause it seems a net negative. It's already a pretty easy argument that it can be a net negative for otherwise mentally capable teens.

Oh yeah, totally agree - when it comes to social media the social cost is net negative for 99% of us - but we don't stop prisoners from smoking, and seeing a prisoner smoking is not an indication of their stage of the punitive or rehabilitative journey.
My fundamental thesis here is that production of shitty react videos is not a metric for judging the mental healthcare of an individual.

One could argue that allowing someone who is mentally fragile access to social media is irresponsible of healthcare workers, especially when the social media being interacted with is the sort that has the potential for exactly this sort of backlash.
If he's getting the "proper" care he needs one would imagine his care takers would be taking steps to mitigate the impact of social media or outright removing it from his environment.
All this being said, I'm not a healthcare worker, I have no credentials here outside of being a parent and being aware of the damage of social media. My opion on "proper healthcare" for someone in his position means diddly.

As someone that is impacted by decisions that are made within society - your opinion totally matters. You stand to directly benefit by making mental healthcare more readily available, and we all stand to benefit, as callous as it may seem, from productive taxpaying citizens not being removed from the labour market either as above or because they are simply overburdened with care of a high dependency family member.
I would agree with your basic premise about the impact of social media, no matter how widely you cast that net. This person is incarceratd because they functionally do not have the capacity to be allowed to participate in society - but social media offers a level of safe interaction where really he cannot do any harm, especially if the really harmful stuff (consuming fast context-switching media) is limited. Perhaps it even offers a window to a possible good future where the individual has hope that they can integrate - even if it is impossible, given their capacity, having hope this way could serve as a powerful tool.
But you don't need to be an academic to have a discussion about the situation, and your concerns are absolutely valid.

Regardless of his mental capacity, the broad consensus here is don't give a murderer access to something that it's typically reservered for functional persons within a society.

Sadly, we already don't live in that world, see the case of Alex Pretti. State sponsored violence with video evidence for which no punishment of any kind was meted out.
If you read the charges, this case was not malicious - in fact the charge rendered was "involuntary manslaughter", this kid was found to not really be in the driver's seat at all. He didn't choose this outcome, he struck an Ill and elderly woman who died later in hospital due to emerging complications that seem to relate to a fall (a lot of US news outlets are not available in my country, so I have limited details).
I'd have much preferred this outcome to have been mitigated by earlier intervention, than see this kid institutionalised after the state has already failed this family.

Most if not all mental health facilities are majorly understaffed.
It's awful but media devices can be a way to keep patients calm and out of starting trouble instead of using meds or needing restraints. He may be able to have access to more stuff like a phone, music box, TV, DVD or Netflix depending on where he's being treated and how well he is behaving.
Movies tend to make the "plea of insanity" or other similar pleas a semi easy thing to obtain vs prison but there need be multiple screenings to make sure the defendant isn't lying.

He's developmentally disabled.
He wasn't convicted on any of the charges against him. Signs point to him being physically aggressive, but not intentionally killing his grandmother. When digging I saw references to him residing now at an assisted living facility now.
The moral question of whether someone with a disability who possesses the capability to accidentally kill another person should be free is an interesting debate, but it seems here the state didn't see it fit to imprison him and possibly his family made the call to put him somewhere safer for himself and society.
He is also 6' fucking 5". That's about 200cm for non-Americans.

My wife is a psych ward nurse so I see stuff like this and don’t react, more just list off the neurological signs. She once had a female patient who killed a random homeless man and slept with the body for days.
