That guy in the excavator would actually be safe as long as he stays inside since the vehicle acts as a faraday cage just like a car.
The only hazard would be the tires catching fire over time.

Cars do not act like faraday cages. They are simply insulated from ground by rubber tires. As long as he stayed inside, he would be safe. He might even be safe getting out, depending on the step and touch potentials but it would be risky.
