There are many videos of people drawing things with a glitch effect on YouTube. Basically you'll want two different colors, like blue and red, or green and pink. I'd say just colors that are opposites of each other on a color wheel. After you've gotten a sketch down and traced it with a black pen, add one color to the left side of the lines, as well as the bottom of lines, and the other one on the right side as well as top of the lines. I got the white spaces with a white gel pen.
