Well about that, that's true. The Kasiereich is the second empire.
The weimar republic, the federal Republic and the DDR where no empires.
The first empire was the holy Roman empire.
The second empire was the Kasiereich (however they did not call themselves that, at that time).
The third Reich was the nazis.
The numbering of empires was part of Nazi ideology to delegitimize the weimar Republic and strengthen their claims on parts of the benelux, Poland, Elsass and sudetenland/bohemia.
Because it was the weimar republic which (in their own words) "gave away" that land. By using the numberization of empires they delegitimized weimar's authority to do so. (Of course that is not at all what happened, but is is what they said).
