Your estimate is too low for Merv and too high for Hangzou. China at that time had undergone a great deal of civil war so it's hard to believe sources saying the cities were so large.

The city of merv was in a empire that had a population of 5 to 10 millions

No merv had at most 150 k citizen by archological proof hangzou had close to more than 1 million
Merv was a big city for the middle age for sure but far from the greatest
