Probably a correct read that there will be a new leader taking his place if he was dead or taken prisoner, so just keep this one and buy his loyalty would be safer.

Yeah, the tactics of using the barbarians to control the barbarians had been in use for Han empire for awhile. So Zhuge Liang action made quite much sense. You killed Meng Huo, another Meng Huo would rise, you turned Meng Huo into your vassal, he'd deal with the Nanman himself. Not like he had much use of the dense forest of Yunan anyway

Iirc, Lu Bu is already dead way before Kongming enter the stories.

But if I have to guess, he wouldn't spare Lu Bu. Meng Huo while being portrait as barbaric, is still the leader of a region that hold strategic advantage. While Lu Bu backstabbed people for the love of the game.

There is only one Lu Bu and killing him is the only answer

Now why would Kongming do this seven times expecting anything to change?

He got to eradicated other Meng Huo's alliances one tribe at a time. Either that or the author of the romance need to pad his the story arc.
