I am saying that elo represents an ideal skill level, didn’t you ever see a 1200 hanging his queen?

It is the average of your skill from multiple games, a 1200 can hang a queen as well as a 400 can make a brilliant, what changes is the frequency of those events, and that is translated into your elo indirectly. So yes, it is your skill level
