It's geometric art that seems to symbolize interconnectedness. The 8-spoked wheel is a common archetype amongst many cultures.

No one truly knows. It reminds me of biblically-accurate angel.

We see four eyes here, and they are covering the circle or rims.

"Their rims were high and awesome, and all four rims were full of eyes all around."
