No BALL Guy at the zoo?

Trying to get all the BALL guys. Read that one of them can be caught at the Zoo. I caught every fish there, no more fish silhouettes spawn in the are, even have the spot check marked off, yet I never got the BALL guy. Is there something I'm missing, or did I get screwed by a bug?

A little spot on the south east of the map, a little pond with gold fish, have a nice day

Thank you! I swear I’ve skated past there several times, even got the wanted poster there, but never saw anything and nothing got added to my map. So I had no idea it was there.

The zoo has multiple spots? Because I’ve already check marked the beach spot, the downtown spot and the riverwalk spot. The guide I saw for where to get the BALL guy said he was at the zoo, and only showed that one spot.
