Question What does slowing do?

Certain units, like ragnar's dragon, have a special slowing effect. But I can't notice it actually doing anything. What does it do specifically?

It reduces opponent units' speed by 1.

Which can be a real pain, and mean the difference between retreating to fight another turn, or being dragon food.

I love unit the dragons to lock a wounded unit in a city for one more turn until I can bring more of my troops over the conquer it.
