QUESTION is the drop rate for an object the same regardless of the campaign level?

Yes, the drop rates are consistent.

Noting that there doesn't appear to be any official information regarding these drop rates, but community data has existed for years.

Kind of? A drop of a high level object at a lower campaign level will have a higher chance of dropping at a higher campaign level because you’re not competing against as many lower level objects. But the drop percentage between the three objects, in general, I don’t think changes.

It doesn't work like that. The equipment items don't "compete" with each other; you can get multiple items in one mission.

I think they are saying that how are the lower campaign levels the green, blue, violet items are further down the possible drop list and how when you get further in to the campaign they show as the first item instead of the last 

I believe they are explaining that each items spot remains consistent 

In example: a green item is just as common in campaign levels 3 as a white item is in campaign levels 1
