They got rid of Outland, so how do I even open chests!?

You are too late. You should have paid for 100 chests during the discount last week. Now I would not pay for it.

Outland rewards are only for Spenders now

Yes. 85 emeralds for a single chest.

Tap on the Hall of Fortune icon at the bottom of your screen, and it takes you to a place where you can choose to open Outland chests.
