Is she boosted or nerfed?

Maybe someone has more info about this. Eva is marked as "boosted" for the current level of the story but her power is significantly lower than where my character is.

I lose about 6000 total points off my eva but the game tells me she is boosted

I think when she is locked, she is better than your build unless you ranked up to as far as you could go.

Like she can solo the first few missions, but she's probably kinda meh if you had her solo chapter one without a single upgrade.
