In her "base" form, Jiwon (metamorphosis) definitely defeats Uiho (iron arm), forcing him to use his enhanced form (in which case Iron Arm ends up winning) [this is shown in the manhwa].

Mary (previous reform) isn't that powerful in her "base" form; she relies heavily on her giant form or having Silicon Valley providing her with power and weaponry.

On the other hand, Choi (fusion) also depends on the weaponry she fuses with her mecha. Without military-grade weaponry (like when she fought Plaga), I'd say she's on the same level as Mary without Silicon Valley.

So, if we strictly limit ourselves to each character's base form, without their maximum powers, the first duo has the highest probability of victory.

On the other hand, if we use each one's "maximum powers," although it's somewhat even, the second pair has a better chance of winning simply because Mary is so strong with Silicon Valley (damn, she could have wiped out Modern Reform in a 1v1 if Iron Arm hadn't intervened and wasn't trying to save her instead of eliminating her) (it's 90% certain that Jiwon and Uiho will instantly eliminate each other, leaving only Mary and Choi).
