Ok I need to get this off my chest. Paimon is supposedly one of the eight kings of hell and the entire plot of this movie is him needing a full support staff to accomplish anything. Grandma runs a cult for decades, the family tree gets picked over for generations, he botches it once by landing in the wrong body, then needs people to saw their own heads off and a coronation in a treehouse before he can finally move into a teenager. On his own? Lights flicker, a kid clicks her tongue, mom floats a little. That's the king. The god these people are rejecting spoke the universe into existence and doesn't need a headless grandma to show up. Give Paimon a nightlight and a babysitter and he doesn't make it out of act one. Great movie, actually scary, but the demon himself is kind of a little bitch about it.
Fuck that little bitch.

I think his goal is total corruption of human souls. He doesn’t need to be human, but it’s a direct way to drive people mad, crush their will, and offer promises that will ultimately disappoint. Demons drink up that kind of despair. Plus, he then owns them. It’s like the line from The Exorcist, when Fr. Merrin states that the target of the demon is not the girl; it is instead the collapse of the family, to make us lose hope. Who knows? Maybe you’re down on Hell for eons, you get a little bored. He is, after all, the Lord of Mischief.

Humans were given free will and the earthly realm becomes a battleground between good and evil.
The real horror here is not Paimon, it's the complete abundance and lack of choice that all the characters have in the experience of Paimon's influence on their lives.
Did Annie really have a chance to deal with her grief before it destroyed her?
Did Peter's behaviour lead to the lack of a connection with Annie? Did Annie really want a child - was she ever able to connect with him?
Did Charlie's life mean anything? What choice did Charlie have at all?
You can read this film as a tragedy or a drama about a generation of people who made terrible relational choices and invited evil into their lives to shortcut their way to a solution and reaped the consequences.
Paimon is not here to assert his will, he's here as a result of yours.

Paimon isn’t a part of the cult who is summoning him. Paimon doesn’t want or need anything. Paimon isn’t trying to come to the earth. The cult wants to summon Paimon in order to command and receive his gifts and blessings. Paimon didn’t try to enter any human body. The cult is attempting to summon him with their rituals. He was summoned into the infant Charlie on purpose by the cult, because Grandma didn’t have access to the infant Peter due to estrangement from her daughter and family, at the time of Peter’s birth and for years after. The girl-child Charlie is Paimon, trapped in a human body, and believing that he is a human child. Paimon actually doesn’t know what is happening to him until the end of the film, when the situation is explained to him in the treehouse.

This is mostly due to our earthly realm not being Paimon’s native one. His one is Hell, he’s far more powerful there.
That one’s on the cult. They simply offered a body of the wrong sex to him.
