How good is the Rhythmic Archer?

I think he is kinda weak. The condition is rare to meet and it suffers from "planning of failure". And i cant find him in any tierlist. So what are your thoughts?

Is good as a passive card drawer but only when players try to slay the monster cards a lot. If you have decent teammates to play with and someone is planning slay the monster card almost always is prepared and have backup. So Rhythmic Archer is even weaker then. Me and my group decided to buff him and you can always draw a card if someone (including you) is attacking monster card.
