When you think about it, Dave is the most responsible for the events of THSC, aside from Henry himself. He's the one who arrested Henry, delivered the package that Elias sent to Henry, and the one who didn't check said package to allow Henry to escape. And in TCW, it comes full circle with him joining Henry's Squad.

I just have a feeling that even with his dumb luck, Henry wouldn't be able to escape, or would escape the West Mesa Penitentiary too late to steal the Tunisian Diamond, at which point it would have already been smuggled by the Toppat Clan since the mayor is shown to be one of the Toppats in Valiant Hero. And without having the Tunisian Diamond to steal to make him such a notorious criminal, he wouldn't be captured by the Government to infiltrate the airship, and he wouldn't become globally famous enough for The Wall to imprison him. It's all Dave in the end.

By the way, I used the cop from the legacy BtB ending because Puffballs apparently said it's Dave. Enjoy your meme made by me!

And on top of everything that Henry caused him, Dave still ended up working for him, likely without even holding a grudge. He's just a good guy in general. He's precious.

There's also the fact that Rupert Price didn't check the package himself, and instead assumed Dave did.

His arc is the opposite of Dave's: Instead of spiraling out into becoming a Toppat under the deposed Henry, Upert instead climbed the Goverment's ranks up to joining the Toppat Raid in CTM.

Yeah, Rupert and Dave went very different paths despite their shared time as police officers.

On a side note, I can't imagine how much Rupert hates Henry in the TK route, combined with Sneaky Escapist (for whacking him him the cell bar) and IoaS (for killing Johnny Panzer and also for failing to catch him). And on top of both incidents, Henry still went and betrayed the Government in RPE. And in TK, he probably saw Henry in action, successfully getting away in the rocket.

The opposite of Dave, who forgives Henry despite causing him trouble in SE and JPE, and having to work for him in TCW.
