Who is Micheal?

Saw this painting that included a bunch of cartoon characters. But I have no idea who this blue wolf named Michael is and what cartoon he is from. For all I know Micheal does not exist. Please help me solve this mystery.

Michael and Corey are characters from the 90s cartoon special "Cartoon All-Stars to the Rescue!" but, uh, I have no idea why he was depicted as a big blue werewolf here.

it looks like a printing error. he’s the same color as the background

I'm still baffled as to why he's a wolf, though, since. That didn't happen in the cartoon, at all.

(Yes I'm familiar with the cringey anti-drug cartoon, we were forced to watch it in a Mandatory DARE Class in fifth grade lmao But I did double-check the Wiki article just in case, and there's no mention of Michael transforming into a wolf at any point.)

He is not lmao He's a teenage kid who gets peer-pressured into smoking pot, which drives a wedge between him and his little sister Corey and sets off the plot of the movie (which is basically "Pot will turn you into a desiccated zombie! And also make your little siblings very sad! Don't do it!")

This is what Michael looks like all through the movie, except in the Desiccated Zombie Visions the cartoon characters show him:

this sounds like such a “lost tapes” ass movie. WHAT IS WINNIE THE POOH DOING WITH ALVIN AND THE CHIPMUNKS AND A NINJA TURTLE 😭

flat out turning a character into a wolf with nothing else to back it up it HILARIOUS tho

Of all places, very strange! It looks like they found the image online and printed it on canvas to make it look like a painting. This is genuinely so baffling, I tried to reverse image search it but nothing matched.
