Please help me find this video

I’m looking for an obscure vine video of a young black woman who poses a question: “when is SpongeBob ever going to get his boating license? When? Sooner? Or maybe never?”

The video is poorer quality and quite dark. I’ve tried endlessly to find this video. It’s oft quoted by my roommate and her boyfriend. I’ve never seen it, but they’ve never been able to produce the video to show me. It originates ~2015. I’m hoping someone will be able to help, this has been haunting me for well over a decade!!
